freeware pallet aplying software

I was wondering if there are any freeware programs that will aply the palace pallet to an image, i just dont want to download the huge psp or adobe files and cant aford the 400 dollars. i saw a list a long time ago of freeware software but cant rember were, so i would very much aporeicate it if anyone would lend me a hand here. thanks

Sure there is, its bundled with the 3.6 Palac client and called Galen, you can get Galen here: http://www.virchat.com/download.htm
